Horn Mountain was one of two lookout towers constructed on the St. Francis
National Forest in eastern Arkansas near the Mississippi River. The 110’ steel
tower with 7’ x 7’ metal cab was built by the Resettlement Administration in
1936. The land was transferred to the Farm Security Administration in 1937 and
to the Bureau of Agricultural Economics in 1938. The Soil Conservation Service
administered the site from 1938 until 1954 when it was transferred to the U.S.
Forest Service.
